The Bladen County Board of Commissioners met in regular session at 6:30 p.m. in the Commissioners’ Room of the Courthouse with the following members present:

A motion was made by James G. Smith, seconded by Larry Smith and approved to adopt the following consent Items:

F. Approve Proclamation Declaring January as National Mentoring Month in Bladen County:
 

WHEREAS: Bladen County’s 4-H Friends of Youth volunteers, youth, staff and families are observing National Mentoring Month, January 2005; and

WHEREAS: Mentors offer valuable encouragement, motivation and hope for our youth by providing a consistent role model; and

WHEREAS: Research has shown mentored youth are 52% less likely to skip a day of school, 46% less likely to start using drugs, and 27% less likely to start drinking; and

WHEREAS: Relationships with caring mentors offer youth valuable encouragement, motivation and support to guide them toward making positive choices; and

WHEREAS: Bladen County mentoring programs are committed to increasing then number of quality mentors statewide; and

WHEREAS: Partnerships between businesses, education and mentor programs are an effective way for businesses to support youth within the community; and

WHEREAS: Many of Bladen County youth are waiting for mentors; and

WHEREAS: National Mentoring Month provides an opportunity to recognize and commend the efforts of these programs and raise community awareness of the importance of mentoring; now

THEREFORE: We, the Board of County Commissioners of Bladen County, do hereby proclaim January 2005 as ‘National Mentoring Month’ ‘and encourages Bladen County residents to honor the role models in their lives by becoming mentors to youth in their community.
   
ITEM 2.
Matters of Interest to Commissioners:

Bladen County 4 H Agent Angela Redinger presented Mr. Devin McKoy who spoke regarding benefits mentors provide to the youth in Bladen County. Mr. McKoy read a statement to the Board and expressed appreciation to his mentor, Sharon McKoy.

   
Commissioner Margaret Lewis-Moore expressed concern regarding out of county citizens who take advantage of the use of Bladen County’s solid waste dumpsters. Ms. Moore provided examples of times when she has witnessed the green boxes being overfilled due to use by citizens from surrounding counties.
   
ITEM 3.
Bladen Area Rural Transportation System:
A.

Public Hearing Regarding Proposed FY 05 Community Transportation Application: Chairman Taylor declared the public hearing opened for the proposed FY 05 Community Transportation Application. There were no comments and the public hearing was declared closed.

   
B.

Approval of Human Service Agency Transportation Resolution and Community Transportation Program Resolution: A motion was made by Lewis Tatum, seconded by W. D. Neill, Jr. to approve the Human Service Agency Transportation Resolution and the Community Transportation Program Resolution. The vote was unanimous.

FY2005-2006 CT Application Federal/State Certifications

HUMAN SERVICE AGENCY TRANSPORTATION RESOLUTION

Applicant Seeking Permission to Apply for Human Service Transportation Funding, Enter Into Agreement With The North Carolina Department Of Transportation And to Provide The Necessary Assurances.

A motion was made by (Board Member's Name) Lewis Tatum

and seconded by (Board Member's Name) W. D. Neill Jr.

for the adoption of the following resolution, and upon being put to d vote was duly adopted.

WHEREAS, Article 213 of Chapter 136 of the North Carolina General Statutes and the Governor of North Carolina have designated the North Carolina Department of Transportation (NCDOT) as the agency responsible for administering federal and state public transportation funds; and

WHEREAS, the North Carolina Department of Transportation receives funds from the North Carolina General Assembly to provide assistance for rural public transportation projects; and

WHEREAS, the purpose of these transportation funds is to provide grant monies to local agencies for the provision of rural public transportation services;

WHEREAS, (Applicant's Name) County of Bladen hereby assures and certifies that it will comply with the federal and state Statutes, regulations, executive orders, and all administrative requirements related to the applications made to and grants received from the North Carolina Department of Transportation;

NOW, THEREFORE, be it resolved that the (Authorized Official's Title)* Chairperson

of (Name of Applicant's Governing Body) Bladen County Board of Commissioners

is hereby authorized to submit a grant application for state funding, make the necessary assurances and certifications and be empowered to enter into an agreement with the NCDOT to provide rural public transportation services.

FY2005-2006 CT Application Federal/State Certifications

COMMUNITY TRANSPORTATION PROGRAM RESOLUTION

Applicant Seeking Permission to Apply for Communi - Transportation Program Funding, Enter Into Agreement With The North Carolina Department Of Transportation And to Provide the Necessary Assurances.

A motion was made by (Board Member's Name) Lewis Tatum

and seconded by (Board Member's Name) W. D. Neill Jr.

for the adoption of the following resolution, and upon being put to a vote was duly adopted.

WHEREAS, Article 213 of Chapter 136 of the North Carolina General Statutes and the Governor of North Carolina have designated the North Carolina Department of Transportation (NCDOT) as the agency responsible for administering federal and state public transportation funds; and

WHEREAS, the North Carolina Department of Transportation will apply for a grant from the US Department of Transportation, Federal Transit Administration and receives funds from the North Carolina General Assembly to provide assistance for rural public transportation projects; and

WHEREAS, the purpose of these transportation funds is to provide grant monies to local agencies for the provision of rural public transportation services consistent with the policy requirements for planning, community and agency involvement, service design, service alternatives, training and conference participation, reporting and other requirements (drug and alcohol testing policy and program, disadvantaged business enterprise program, and fully allocated costs analysis);

WHEREAS, (Applicant's Name) County of Bladen hereby assures and certifies that it will comply with the federal and state Statutes, regulations, executive orders, Section 5333 (b) Warranty, and all administrative requirements which relates to the applications made to and grants received from the Federal Transit Administration, as well as the provisions of Section 1001 of Title 18, U. S. C.

NOW, THEREFORE, be it resolved that the (Authorized Official's Title)* Chairperson

of (Name ofApplicant's Governing Body) Bladen County Board of Commissioners

is hereby authorized to submit a grant application for federal and state funding, make the necessary assurances and certifications and be empowered to enter into an agreement with the NCDOT to provide rural public transportation services.
   
ITEM 4. Human Resources:
  Human Resources Director Tiina Mundy introduced Dr. Ernest Archer of The Archer Company, LLC. Dr. Archer’s company has conducted a Pay Classification Study that began in the Spring of 2004 for Bladen County employees. County Manager Greg Martin distributed draft copies of the study to the Board of Commissioners. Dr. Archer provided background information and presented financial information for implementation of the study. The Commissioners discussed the study with Dr. Archer and indicated that they may want him to return at a later date for further consultation. No action was taken by the Board.
   
ITEM 5. Advisory Boards:
A.

BARTS Transportation Advisory Board – A motion was made by James G. Smith, seconded by W. D. Neill, Jr. and approved to appoint Lillian Bryant and Sharon Anderson to the expired seats held by Sherwin Rice and Teresa Blango; to reappoint Tommy Rains and to table the seat held by Creddie Lacewell Graham. Commissioner Charles Ray Peterson was appointed to fill the expired seat held by Commissioner Jimmie Smith.

   
B. Board of Health – A motion was made by Charles Ray Peterson, seconded by Delilah B. Blanks and approved to waive the two consecutive term rule and to reappoint Joan Washington, and Dr. N. W. Midyette; to reappoint Kenneth Tatum, James G. Smith, and Dr. Dewey Raynor. The terms are effective immediately and will expire December 31, 2007.
   
C.

Elizabethtown Planning and Zoning Commission – A motion was made by Larry Smith and seconded by Charles Ray Peterson to nominate Ebbie Clark to the Elizabethtown Planning and Zoning Commission.

A motion was made by Margaret Lewis-Moore, seconded by Delilah B. Blanks to nominate Alton Bryant to the Elizabethtown Planning and Zoning Commission.

Chairman Taylor declared Ebbie Clark as the appointee to the Elizabethtown Planning and Zoning Commission due to a majority vote: AYES (Lewis Tatum, Billy Ray Pait, Greg Taylor, Larry Smith, Charles Ray Peterson, and James G. Smith) NOES (Margaret Lewis-Moore, W. D. Neill, Jr., and Delilah B. Blanks). The term of appointment is effective January 8, 2005 and will expire January 7, 2009.

   
D.

Bladen County Airport Appeals Board – A motion was made by James G. Smith, seconded by Delilah B. Blanks and approved to reappoint Ken Boykin, David Butler, and Jeff Huff to the Bladen County Airport Appeals Board effective January 23, 2005 with an expiration date of January 22, 2007.

Dr. Delilah Blanks made a point regarding the lack of ladies and minorities on Bladen County’s advisory boards. She asked fellow commissioners to put forth a concerted effort to consider this point when future advisory board appointments are made.

Discussion was held regarding advisory board applications and the ad that ran in the Bladen Journal recently. The Clerk was requested to send copies of any advisory board applications to the Board of Commissioners and to put blank application forms in the Library.

Chairman Taylor requested the Clerk to send copies of Bladen County Hospital’s Bylaws to the Board for consideration at the January 18, 2005 Board of Commissioners meeting.
   
ITEM 7. County Manager:
 

Calendar Update – The County Manager updated the Board regarding upcoming events.

County Manager Greg Martin referred to a letter received from J. B. and Patsy Priest requesting the removal of interest from their Bladen County taxes. They also requested removal of penalty charges. Commissioner James G. Smith advised that the taxes were not paid timely due to sickness in the family.

A motion was made by James G. Smith, seconded by Billy Ray Pait and approved to strike the penalty amount on the Priests’ taxes due to late list.

Commissioner Greg Taylor referenced a proposed legislative goal that the Board of Commissioners approved to submit regarding student fees being earmarked for community college campus security purposes. Discussion was held regarding the matter and the Board decided to meet with its local delegation to gain input on a solution to the funding of security matters on community college campuses.

A motion was made by Delilah B. Blanks, seconded by Charles Ray Peterson and approved to withdraw the proposed legislative goal regarding earmarked student fees for community college campus and to pursue the matter with local legislators.

A motion was made by James G. Smith, seconded by Lewis Tatum and approved to adjourn at 8:10 p.m.
