Special Session

The Bladen County Board of Commissioners met in special session for the purpose of a Social Services Budget Workshop at 5:30 p.m. in the Commissioners’ Room of the Courthouse with the following members present:

Chairman Taylor called on County Manager Greg Martin to open the meeting with a prayer.

Chairman Taylor called on Social Services Director June Koenig to address the Board. Ms. Koenig expressed appreciation for the Archer Pay Classification Study and advised that she agreed that the Study should be a top priority in the FY06 budget process.

Ms. Koenig reviewed her initial budget requests and discussed items that had been deleted from the proposed budget. She discussed how critical it is to have the staffing that is needed to insure accuracy in various programs that Social Services administers. Ms. Koenig discussed the Food Stamp Unit and the caseload each worker is carrying. Due to an overloaded case load, Ms. Koenig advised that accuracy becomes an issue because of penalties that can be incurred due to errors.

Various commissioners asked questions regarding charge backs and Bladen County’s history. Ms. Koenig advised that because of the high accuracy rate Bladen County has always experienced, she would have to inquire from the State exactly how much charge backs would be and how they are calculated. Ms. Koenig advised that she is asking for one additional staff person for the Food Stamp Unit and indicated that any additional assistance provided by the Board would be appreciated.

Ms. Koenig concluded her presentation and expressed appreciation to the Board.
