The Bladen County Board of Commissioners met in Special Session on Monday, May 22, 2006 in the Commissioners Room of the Courthouse at 6:30 p.m. with the following members present:

Chairman Taylor called on County Manager Greg Martin to begin the FY 07 proposed budget presentation.

Mr. Martin provided a Power Point presentation and reviewed the following:

Various commissioners asked questions regarding the presentation. Discussion held concerning Archer Pay Classification Study and implementation process. Mr. Martin discussed the upcoming revaluation and the fact that projections indicate that the FY 08 tax rate will be higher than a revenue neutral tax rate.

The County Manager concluded his presentation and advised that the County is making great strides in employee compensation in relation to where it has been. He advised that the Archer Study was done professionally and recognizes dedicated long term employees.

Chairman Taylor advised that the Board of Commissioners has clearly indicated that its top priority is to implement the pay plan. He further advised that the Board implemented 50% of the plan the first year and will continue to fully implement the remaining 50% as soon as possible.

Discussion was held regarding the need to schedule a Special Session meeting for the purpose of a budget workshop. A motion was made by Delilah B. Blanks, seconded by W. D. Neill, Jr. and approved to meet in Special Session on Wednesday, May 31, 2006 at 5:00 p.m. for the purpose of meeting with Department Managers regarding their requested budgets.

A motion was made by James G. Smith, seconded by Lewis Tatum and approved to adjourn at 7:30 p.m.
